A. We would live free to a much greater extent than we currently do, that's for sure! Read the anti-federalist papers to gain insight about the notion that the federal government should have been subservient to the states. Obviously it didn't work out that way, although without them we wouldn't have had a Bill of Rights. The Anti-Federalists were not as well organized as the Federalists, but many of their arguments live on today (usually voiced by the Libertarians). I've included a link to various sites that have the papers, this is a fascinating aspect of American history and what might have been!

A. Both the Federal and State governments have certain duties and responsibilities endowed by the Constitution and subsequent court decisions and agreements. These duties and responsibilities are quite jealously guarded. In this way the Federal government can tell the State government what to do, and if it is a State responsibility the State government can tell the Feds to go pis* up a rope. Like it or not, them's the rules partner.
